CAELUM Project Kicked Off in Tartu: University libraries uniting to support communities in crisis

The international project “Open Science Supporting Vulnerable Communities: Empowering
University Libraries in Crisis Response” (CAELUM) officially launched with a kick-off
meeting held at the University of Tartu Library from March 31st to April 2nd, 2025. The
event brought together representatives from all five partner institutions, marking the start of a
collaborative journey aimed at strengthening the role of university libraries in times of crisis.

The main goal of the meeting was to establish a shared vision and agree on a comprehensive
action plan for the next two years. During the productive sessions, partners discussed the
project’s objectives, finalized the structure and timeline of key deliverables, and coordinated
responsibilities. The consortium also reviewed and confirmed the frameworks for the project
handbooks and work packages, setting the stage for smooth and effective cooperation.

Beyond the planning, the kick-off meeting served as a valuable opportunity for team-building.
Partners had the chance to get to know one another better, fostering new connections while
also revitalizing existing collaborations built during previous joint projects. The spirit of
mutual support and shared purpose was evident throughout the discussions, highlighting the
strong foundation on which CAELUM is built.

CAELUM focuses on exploring how university libraries can play a meaningful role in
supporting vulnerable communities during crises, whether caused by conflict, natural
disasters, or other disruptions. By promoting open science principles, the project seeks to
empower libraries to act as knowledge hubs, crisis response facilitators, and community
anchors in challenging times.
